ATTY. CARL STEPHEN A. GUZMAN

Atty. Carl Stephen Guzman has a private practice focused on energy, labor and litigation.   

 

He has considerable experience in government service, with stints as a legislative staff in the Senate President and as a lawyer with the Energy Regulatory Commission (ERC).

 

He has utilized this experience in advocating for the interests of his clients not only in administrative proceedings, but also in general litigation including criminal defense and family law. 

 

He co-founded GC Law in order to translate his firsthand experience in legal, compliance and regulatory issues into innovative solutions for his clients.  His current energy practice is diverse, encompassing both rate cases and other administrative filings before the ERC. 

ATTY. BRIAN P. CENIZA

Atty. Brian P. Ceniza has more than a decade of experience in energy and regulatory practice, litigation, and corporate advisory work. He has represented clients before the Energy Regulatory Commission (ERC), trial and appellate courts, and various administrative and quasi-judicial bodies.

 

In his energy and regulatory practice, Atty. Ceniza has handled a broad range of matters before the ERC, including representing his clients in their: applications for approval of power supply agreements (PSAs), ancillary services procurement agreements (ASPAs), and Point-to-Point Facilities; disputes between and among players in the energy sector; and administrative filings of regulated entities such as distribution utilities; and Compliance coordination with the Department of Energy (DOE) for renewable energy operating contracts.

 

He has also acted for clients in energy-related dispute resolution proceedings, assisting both established industry players and start-up generation companies in navigating the complex legal and regulatory landscape of the Philippine energy sector.

 

Beyond energy law, Atty. Ceniza has represented clients in civil, criminal, and administrative cases before the Metropolitan Trial Courts, Regional Trial Courts, the Sandiganbayan, and quasi-judicial bodies such as the NLRC and HLURB. His corporate practice includes the preparation and review of commercial contracts, company incorporation and SEC filings, and serving as Assistant Corporate Secretary for private corporations.

 

Known for his thorough preparation, clear communication, and strategic legal insight, Atty. Ceniza delivers practical, results-oriented solutions tailored to the needs of his client.

 

He earned his Bachelor of Laws from San Beda College of Law, passing the Philippine Bar in 2010, and holds a BS in Business Administration, Major in Legal Management from New Era University, where he was a consistent Dean’s Lister.
